Protected Lists

New rules for 2000

1. Everyone should have received a copy of the rule handbook at the draft. If you did not, make sure you get a copy before your season starts as there are changes which could affect game play.

2. Strato has added a new "play at the plate rule" for 2000. Basically, the rule is this. If you role the last number of a player's safe range on the first number in his out range on a play at the plate, you must role the 20-sded die again and apply the following chart:
   Catcher's Rating            Safe         Out

       3                                     1-10         11-20
       4                                     1-14         15-20
       5                                     1-18         19-20
   For example: If a player runs 1-14 coming home and you roll a 14 or 15 on the 20-sided die, you must roll the 20 again and refer to the above.

3. Another new rule for 2000 states that when the bases are loaded and the infield is in, a GB(A) results in a home to first double play with other runners advancing one base.

4. A new Strato rule in 1999 also stated that with the bases loaded and the infield in, a bunter's rating was reduced by a factor of 2. Therefore, an "A" bunter would drop to a "C", a "B" to a "D", etc. "E" is the lowest possible rating.

Minutes of the Winter Meetings:

The following items were discussed and voted on at the winter meetings Feb. 27, 2000:

1. There will be a 2001 waiver draft consisting of three rounds provided there is no expansion draft. Protected list number are to be determined. A reminder that you can not trade waiver picks.

2. There will be no weighted draft lottery.

3. Should a one-game playoff be necessary to determine the eighth and final playoff spot at the end of the regular-season, at-bats and innings pitched will be pro-rated to 85 games.

4. An amendment was made to the rule regarding trading with someone who leaves the league. If General Manager A trades a player to GM B for a pick in the following year's draft and GM B then leaves the league prior to the draft, GM A will draft where GM B would have selected based on the final season standings.

5. A rule was put in place regarding the minoring of players and pitchers during the regular season. A position player or relief pitcher sent down to or called up from the minors must remain on/off the 25-man roster for one set. A starting pitcher must stay up or down for two sets. A spot starter with more than 100 IP will be treated as a starter for the purposes of this rule.

6. It was also decided that the 25-man playoff roster can be adjusted at the end of each playoff series.
